let the sides be x,x and y
then given y=3/2x

$semiperimeter = \frac{x + x + y}{2} = 21 \\ 2x + y = 42 \\ we \: know \: y = \frac{3}{2} x \\ 2x + \frac{3}{2} x = 42 \\ \frac{7x}{2} = 42 \\ x = 12$
Equal sides are 12,12
and third side is (3/2)×12=18
