Let Us Now take the value of ratio of 1:1 as x

So the value of 3:2 is 3x:2x

Now Lets substitute this with the area of rectangular park

therefore,
1536=3x:2x
1536=5x (3x+2x)
x=1536/5
x=307.2

So Now let us find the length and breadth
Length=3x= 307.2*3
= 921.6

Breadth= 2x=307.2*2
=614.4m

Now  to find the cost of fencing we need to find the perimeter So,

Perimeter of Rectangular Park= 2(l+b)
=3072m

Now to find the Cost multiply it by the cost of fencing per m
3072*25.50
=78336

So the cost of fencing is Rs.78336.
