We find perimeter by adding all sides together.

-7x² - 3xy + 10y² and 2x² + 8xy - 11y² are sides of a rectangle.

Now, perimeter = 2(-7x² - 3xy + 10y²) + 2(2x² + 8xy - 11y²)

→ perimeter = (-14x² - 6xy + 20y²) + (4x² + 16xy - 22y²)

→ perimeter = -10x² + 10xy - 2y²

Therefore, the answer is -10x² + 10xy - 2y²
