Hey friend,
Here is the answer you were looking for:
 \frac{2}{3} ( \frac{x - 3}{x - 2}) = \frac{8}{9} \\ \\ = \frac{2x - 6}{3x - 6} = \frac{8}{9} \\ \\ on \: cross \: multiplying \: we \: get \\ \\ = 9(2x - 6) = 8(3x - 6) \\ \\ = 18x - 54 = 24x - 48 \\ \\ = 18x - 24x = - 48 + 54 \\ \\ = - 6x = 6 \\ \\ = - x = 1 \\ \\ = x = - 1

Hope this helps!!!
