We can write size of a red blood cell 0.000007 as :-

\dfrac{7}{1000000}

and plant cell 0.00001275 as :-

\dfrac{1275}{100000000}

So,ratio of the size of plant cell to the red blood cell is

\dfrac{1275}{100000000} \div\dfrac{7}{1000000}

\dfrac{100000000}{1275} \times\dfrac{7}{1000000}

\dfrac{100}{1275}\times 7

\dfrac{700}{1275}

\dfrac{28}{51}

Therefore,ratio of the size of the plant cell to that of the red blood cell​ is 28:51
