In Ist Condition slant height = l
       radius = r

so, CSA of Cone = pi*r*l

In IInd Condition  slant height = l+l/10 = 11l/10
           so, CSA = pi*r*11l/10

so, New CSA - Old CSA = pi*r [11l/10-l]
                Increased CSA = pi*r*l/10
       
       so, Increased CSA (in%) = pi*r*l/10*100/pi*r*l = 10%
