Let us consider a regular traffic cone to be the cone in our consideration.  

The slant height for such a cone is the distance from the base at one end of the cone to the top of the cone.

To find this height, we can use Pythagoras theorem.

Given that radius is r and height is h, the slant height is root over r square plus h square.
