In many parts of India, from time immemorial, vast tracts of land have been owned by a landowning class of people. For the cultivation of crops on these vast stretches of land, they have either hired and deployed landless labourers or leased them out to the less fortunate people at terms which have been completely in favour of the landlords.
In view of the above, the slogan "land to the tiller" has justifiably been coined and its implication is that the Government must ensure landowning reforms in such a manner that the people who till the land must also have its ownership rights. In many states in India such reforms have taken place; an example being the state of West Bengal.
