Put 4 in the ten's place as desired.

Since we want a six digit number, 0 can not occupy the first place. 1 is the next least number. So put 1 in the first place. Now 0 can occupy the 2nd place. Fill the third place with the next least number 2, fourth place with the next least number 3, fifth place is tens place which is already been occupied by 4. The last place (units place) has to be occupied by the next least number 5.

Hence we get the least number of 6-digits with 4 in the tens place as 102345.
