It is because of rate of diffusion.
Diffusionis the process of uniform mixing of generally gases or any other substance with some other substance.
The unlit incense stick is in solid state and rate of diffusion of solids is very less as compared to rate of diffusion of gases. That is why when we lit it , it gets converted into gas and diffuses at a very high rate making its smell reach several metres.

When food is hot, diffusion is more. But in cold food diffusion is slow. Hence to get the smell from cold food we have to go close.
