GIVEN THAT:-

 \frac{1}{3}  + y =  \frac{2}{5}

SOLUTION:-

 \frac{1 + 3y}{3}  =  \frac{2}{5}

by cross multiplication ,

5 + 15y = 6

15y = 6 - 5

15y = 1

y =  \frac{1}{15}
