let the roots be 'm' and 'n'

Given one root m = - 4/5

5x^2 + bx + 12 = 0

the sum of its roots = –b/a

m + n = - b/a

-4/5 + n = -b/5

-4 + 5n = -b

5n= -b + 4 -------------1

product of its roots = c/a

m*n = c/a

-4/5 * n = 12/5

-4 n = 12

n = -3 -------------2

Plug-in equation 2 in 1

5(-3) = -b + 4

-15 = -b + 4

b = 4+15

b =19
