The sound intensity which is regarded as the safe noise level for a city is 70 decibels. This 70 decibels hearing sound does not cause any discomfort in the ear. Hence it is regarded as the safe limit. Above 70 decibels the person might have ear discomfort which is hence not prescribed for the sound level.
Above 90 decibels it cause damage to the ear and hence it is absolutely not recommended to hear sound above 90 decibels.
