Restriction enzymes are DNA cutting enzymes, bind to DNA at specific sites called Restriction sites. When they find a restriction site on a DNA molecule, they cut it in a very predictable manner and leaves double stranded overhangs.  

If the base pairs of these overhangs matches to other DNA molecule overhangs, they attach or stick together which means these blunt ends have sticky ends. There are other restriction enzymes which produces blunt ends as well.
