The speed limit on the expressway is 100 kph. The speed limit on service roads is 40 kph. Why is there a difference?

There's a difference in the Speed limit of the Expressway and Service road because , Expressway are meant for the cars to travel quickly and save the time. While Service roads are for the Vehicles that need any service due to any breakdown of engine or any other problem. So it's not safe to travel at high speed on the service road in order to prevent accidents and loss of lives.

as because the expressways are are crowd free and if if a person drives ka with a speed of 100 kilometre per hour then the amount of accident will be less but on the other hand the service roads are very much very much crowded and if the speed limit is more more than the risk to accident is more also
