The speed of an electromagnetic wave in a material medium is given by v= 1/Vuɛ, u being the permeability of the medium and ε its permittivity. How does its frequency change?

frequency does not change in any medium. it is the wavelength which depends on the velocity. and velocity depends on above two factors
