Let refractive index be \mu.

 \therefore \mu =  \dfrac{speed \: in \: vacuum}{speed \: in \: medium}

 \rightarrow \mu =  \dfrac{3 \times  {10}^{8} }{2 \times  {10}^{8} }

 \rightarrow \mu =  1.5

So, refractive index is 1.5.
