the refractive index is basically the ratio of the speed of light in a medium and the speed of light in vacuum...

refractive index of the transparent medium = (speed of light in the transparent medium)/(speed of light in vacuum)

refractive index of the transparent medium = 0.6 × (speed of light in the transparent medium)/(speed of light in vacuum)

therefore the absolute refractive index = 0.6
