The speed of the rotation of the earth is greater at the equator than at the attic circle because the radial distance from the axis of earth is highest at equator and much lower at artic circle.
Since the angular speed is same for all points, the speed depends on the radius. Hence speed at equator is higher compared to that of artic circle.
