If a low Pressure develops over a region, The air from surrounding High Pressure area starts moving in! This results in Winds!
Therefore If you are experiencing Winds you might be standing in a pressure deficient Area!
The reason for this is quite similar to the phenomenon of Mountain/Valley wind... Or the Land and Sea Breeze Concept!
