here we can say that the car has an uniform speed.
but it may be or may not be in uniform velocity. As , if the car change it's direction without changing it's speed the velocity will change.
So, if the car moves in straight line then we can say it is in uniform velocity.

We know that when a body is moving in uniform motion then it is covering equal distance in equal interval of time amd speedometer is a device used to measure speed and if the reading on speedometer is constant then it means that the body is covering equal distance in equal interval of time.
