A perfect square has a side that is an integer length (the area is a perfect square). Every number is a square, but it is only a 'perfect square' if its square root is an integer. For example the root of 2 is not a perfect square it is an irrational number 1.4142.. but the square root of 4 is 2 hence perfect square.
