This is because copper is good conductor of heat and hence,to conduct heat through the flame it is provided with a copper coating.

(Not all stainless steel vessels in Indian kitchens have copper coated bottom. I know because we have lot of normal plain stainless steel utensils.)

Copper coating stainless steel does help faster heat conduction and more even heating of the vessel, but it adds to the cost. Since the stainless steel vessels have long life, they are not upgraded and thus many kitchens have plain stainless steel vessels only.
