think it is false because a state is secular which means that it has no right to intervene into the religious matter and specially on a preferential basis a secular state is one in which the government is nether supporting any religion 9 opposing any however if the state is not secular you can give financial help and monetary aid to the religious communities but sometimes a secular state also do this because some religious communities are considered as minorities so they need to be raised and thus the secular state provide them the funds which can help them to be at par with the other religious associations and can propagate there is religion with the rights that the other communities have
