for a person travelling in a train, the co-passengers appear to be at rest, but objects outside the train like electric poles, tress etc, appear to be moving backwards. whereas, for a person on the platform the electric poles, trees etc. appear to be at rest but the train appears to be moving. so the states of rest and motion are relative.
