Mann is devious in that she pretends to care for the children in the workhouse, but in actual fact bullies, abuses, and mistreats them. Whenever the authorities inspect her establishment, Mrs. Mann manages to con them into believing that she's a kind, caring mother figure to the orphans she's paid to look after.
