Plants unlike complex animals (for example,human beings) doesn't have many bodily functions.They dont walk,move,eat,digest food, nor do they respond like us when stimulated.

Humans,on the other hand has a lot more functions and organs and organ systems- we have a brain,muscles,neurons,heart,lungs,kidneys etc.

Even the most complex plant on Earth is nowhere close to an animal.

So, we need different tissues for different functions like,say,cardiac tissue cant be brain,nor can neural tissue be a heart.

This is the reason why the structural organisation of organs and organ systems is far more specialised and localised in complex animals than even in very complex plants.
