In a democratic government, citizens participate in the country's political decisions.
The level of participation really matters for it to be called democracy.
For instance in a democratic government the citizens have the right to elect the leaders they want.
This can only be done through free and fair elections.
The elections have to be fair.
This will encourage the citizens to vote.
However sometimes you find that some governments limit this voting right and this will make the citizens to have minimum participation.
This ceases to be a democracy since there is minimum participation.
