We know that,

Sum of roots : A + B = -b / a

                         -b / a = 21 (given)

Product of roots: A.B = c / a

                             c / a = 54 (given)

Now, a.x² + b.x + c = 0 can be written as -

x² - (Sum of roots).x + (Product of roots) = 0      (divide the equation by a)

x² - 21.x + 54 = 0 is the required equation.
