let the zeroes of the eq. be α and β

then,

 \alpha  +  \beta  =  \frac{ - 1}{2}

and,

 \alpha  \times  \beta  =  - 3

as we know,

quadratic eq. is,

 {x}^{2}  - ( \alpha  +  \beta )x +  \alpha  \beta

putting the values,,

 {x}^{2}  +  \frac{x}{2}   - 3

this is the required quadratic equ.
