let the zeroes of the eq. be α and β

then,

$\alpha + \beta = \frac{ - 1}{2}$

and,

$\alpha \times \beta = - 3$

as we know,

quadratic eq. is,

${x}^{2} - ( \alpha + \beta )x + \alpha \beta$

putting the values,,

${x}^{2} + \frac{x}{2} - 3$

this is the required quadratic equ.
