Given

\bold{Sum \ of \ 2 \ rational \ numbers} = \dfrac{-3}{8}

\bold{One \ of \ the \ rational \ numbers} = \dfrac{3}{16}

Let the other rational number be x.

\implies x+ \dfrac{3}{16} = \dfrac{-3}{8}

\implies x = \dfrac{-3}{8}-\dfrac{3}{16}

\implies  x = \dfrac{-6-3}{16}

\implies  x = \dfrac{-9}{16}

\boxed{\boxed{\bold{Therefore, \ the \ other \ rational \ number \ is \ \frac{-9}{16}}}}}}}}}}

Sum of two rational number  = \huge\frac{-3}{8}

One rational number = \frac{3}{16}

LET THE OTHER NUMBER BE x

=  x+\frac{3}{16}=\frac{-3}{8}

=  x=\frac{-3}{ 8} - \frac{3}{16}

=  x = \frac{-6-3}{16}

=  x = \frac{-9}{16}

The other rational number is  \frac{-9}{16}
