let the radius of the small four circle be r.let the radius of the bigger circle be R.

circumference=2πr.

2π(r+r+r+r)=2πR.

so 2 π will get cancelled on both sides.

4r=R--------(1)

Ratio of area of bigger circle to that of smaller circle= πR^2/ πr^2= π(4r)^2/ πr^2(from 1)

=16 πr2/ πr^2=16:1
