The sum of half of a number and 3 is 16.

so,

 \frac{x}{2}   + 3 = 16

 \frac{x}{2 }  = 16 - 3

 \frac{x}{2}  = 13

x =  \frac{13}{2}

x=6.5

hence the number is 6.5
