Let the fraction be
 \frac{x}{y}
Now, x+y=14
x=14-y..........1
 \frac{x + 1}{y - 3} ..........{2}
Now, value of x from 1 in 2:
 \frac{14 - y + 1}{y - 3}
15-y=y-3
15+3=y+y
18=2y
9=y...........3

Now, value of y from 3 to 1:
x=14-y=14-9
x=5

Hence,
 \frac{x}{y } = \frac{5}{9}
