12/3 is the answer.

let the other rational number be r.

 -  \frac{13}{3}  + r =  -  \frac{1}{3}  \\ r =  -  \frac{1}{3}  +  \frac{13}{3}  =  \frac{12}{3}

hence, the other rational number is 12/3.
