Smallest Prime Number = 2

reciprocal of 2 is 1/2 .................(i)

Greatest one digit number = 9 .................(ii)

ACQ we have to find the sum of (i) and (ii)

$\ \ \frac{1}{2} + 9\\\\ = \frac{18 + 1}{2} ------------- ( LCM = 2)\\\\ \frac{19}{2} \\\\ 9\frac{1}{2} \ \ or \ \ 9.5\\\\\\\\ Alternatively \\ \frac{1}{2} + 9 = 1.5 + 9 = 9.5 \ .....Ans$
