let the numbers be x,y

x+y=7................(1)

let the original number be 10x+y

let the second number 10y+x

according to the sum

10y+x=4(10x+y)-3

10y+x=40x+40y-3

39x-6y=-3

13x-2y=-1..........(2)

solving 1 and 2

x=1

y=6

so the original no is 10x+y=16.
