let the no. at tens place be x
A/Q
x+2/3×x=10
x+2x/3 =10
(3x+2x)/3=10
5x/3 =10
5x=30
x=6

NOW,
2/3 of x =4
lets verify
LHS RHS
4+6 10
10 = 10
hence verifed.
therefore the no. = 64
