The sum of angles of quadrilateral = 360 degree

Let a be the angle, so 2:3 = 2a:3a               -------------------- (i)

Given, A + B + C + D = 360 degrees and A + B = 145 i.e

         = 145 + 2a + 3a = 360 degrees

     a  =  210/5 = 43 deg

Submit a value in (i)

We get the remaining values as 86 degree and 129 degree

So C  = 86 degree

   D = 129 degree

Hope this helps.

Let the angles be 2x and 3x,

2x + 3x + 145 = 360

5x + 145 = 360

5x = 360 - 145 = 215

x = 215/5 = 43

2x = 43*2 = 86

3x = 43*3 = 129

The angles will be 86 and 129
