Let the odd numbers be 2N + 1 and 2N + 3

According To the Question ,

➡2N + 1 + 2N + 3 = 40

➡4N + 4 = 40

➡4N = 36

➡N = 9

Thus , the odd numbers are 2N + 1 = 2 × 9 + 1 = 19 and 2N + 3 = 2 × 9 + 3 = 21

Therefore , The Smaller Number is  \fbox{19}
