let the numbers be x and y.

x=3y+8     (GIVEN)

X+Y=60   (")

∴By substituting

x+3x+8=60

4x=60-8=52

∴x= 52/4=13

y=60-x=60-13

=43

Let two numbers be x be the smaller number and y be the greater number.
From first condition,
x+y=60

From 2nd condition,
3x+8 =y
3x-y =-8
Adding equation 1 and 2
x+y=60
+3x-y =-8
x=13
substituting x=13 in equation 1
x+y=60
13+y=60
y=60-13
y=47
smaller number is 13 and greater number is 47
