According to question,

x+\dfrac{2}{3} x=45

\dfrac{3x+2x}{3} =45

5x=45\times 3

5x=135

∴ Smaller number =\dfrac{2}{3} \times 27=2\times 9 =18

Hence, the smaller number is 18.
