♠A Number that can be expressed in the form p/q where p and q are integers and q is not equal to zero is called a Rational Number .

ACCORDING TO THE GIVEN QUESTION
===================================

Let us assume the unknown rational number as X .

Calculating x we have ,

 \frac{ - 7}{11}  + x =  \frac{ - 13}{33}  \\  \\ x =  \frac{ - 13}{33}  +  \frac{7}{11}  \\  \\ x =  \frac{ - 13 + 21}{33}  \\  \\ x =   >  \frac{8}{33}  \\  \\  \\  < verification >  \\  \\  \frac{8}{33}  +  (  \frac{ - 7}{11} ) =  \frac{ - 13}{33}  \\  \\  \frac{8 - 21}{33}  =   \frac{ - 13}{33}

-13/33 = -13/33

L.H S = R.HS
