Solution:

Let x,y are two rational numbers.

x = 3/2 ,

and

x+y = 13/10

=> 3/2 + y = 13/10

=> y = 13/10 - 3/2

=> y = ( 13 - 15 )/10

=> y = -2/10

=> y = -1/5

Therefore,

Other number (y) = -1/5
