let the required no. be x then,

 \frac{ - 7}{11}  + x =  \frac{ - 13}{3 3}  \\  \\ x =   \frac{ - 13}{33}  +  \frac{7}{11}  \\  \\ x =  \frac{ - 13 + 21}{33}  \\  \\  x =  \frac{8}{33}

let the other no. be x
therefore, x+(-7)/11 = -13/33
x = -13/33 + 7/11
x = -13 + 21/33
x = 8/33
