Solution,

Let the other number = x

 =  >  - 9 + x =  \frac{ - 3}{7}  \\  =  > x =  \frac{ - 3}{7}  + 9 \\  =  > x =  \frac{ - 3 + 9 \times 7}{7}  \\  =  > x  =  \frac{ - 3 + 63}{7}  \\  =  > x =  \frac{60}{7}  \\  =  > x = 8  \frac{4}{7}
