First number = 7 / 16

Second number = x      { Let }

ATQ :

Sum of numbers = -3 / 8

\frac{7 }{ 16} + x = \frac{-3}{ 8}

x = \frac{-3}{  8} -\frac{ 7} { 16}

x =\frac{-6-7}{16}\\ \\x=\frac{-13}{16}

Verification :

\frac{7}{16} +\frac{-13}{16}\\\\=  \frac{7-13}{16}\\\\=\frac{-6}{16} \\\\=\frac{-3}{8}\\\\

Hence , second number is -13 / 16 .
