Let the other (required) rational number be x

 \sf -  \dfrac{11}{7}  + x =  - 4

 \sf \: x =  - 4 +  \dfrac{11}{7}

 \sf \: x =  \dfrac{ - 28 + 11}{7}  =    \bf- \dfrac{17}{7}

Verification :-

- 11/7 + (- 17/7) = -4 [To prove]

- 11/7 - 17/7 = -4

Having same denominator thus ;;

(-11 - 17)/7 = -4

-28/7 = -4

-4 = -4
