Let the rational numbet be x.

According to the question,

x + ( \frac{ - 13}{6} ) =  - 5  \\  \\  x -  \frac{13}{6}  =  - 5 \\ \\x =  - 5 +  \frac{13}{6}  \\ \\ x =  \frac{  - 30 + 13}{6}  \\  \\ x =  \frac{ - 17}{6}
