The \:  sum \:  of \:  two \:  rational \:  numbers  \:  =  \:  -5. \\ one \: number  =  \frac{ - 13}{6}  \\  \: let \: the \: other \: number \: be \: x  \\ The \:  sum \:  of \:  two \:  rational \:  numbers  \:  =  \:  -5. \\  \frac{ -13 }{6}  + x =  - 5 \\  \frac{ - 13 + 6x}{6}  =  - 5 \\  - 13 + 6x =  - 30 \\ 6x =  - 30 + 13 \\ 6x =   - 17 \\  x =  \frac{ - 17}{6}

Other number is

 \frac{ - 17}{6}

Hope this will be helpful.
